本来なら昨夜遅くなっても送信する予定でいましたが、風邪の為か熱発してしまい、今朝からの入力となってしまいました。今朝の産経新聞に掲載せれていましたので、２番煎じの感が否めませんが、発言内容なども追いながら記してみます。

事の発端は１２月７日に開会されていた八尾市議会本会議第２日目の三宅市議の発言でした。三宅市議は部落解放同盟安中支部の丸尾が逮捕されたことに関して、八尾市当局と部落開放同盟の安中支部と西郡支部との支部交渉が度々持たれていたことも、元凶と批判したことに、吉村市議が本会議場で議事録抹消を求めたが、議長は継続発言を許していたので、三宅市議は引続き発言をした。

後日、吉村市議は以上の事をもって三宅市議への懲罰を求める動議を提出し、今回の「懲罰特別委員会」の開催となった。委員会は９月２２日１３時より開会された。まず、吉村市議が趣旨を発言し、三宅市議が弁明してのち委員会の論議が始まった。論議は公開で行なわれ小生は全て傍聴できた。感想は八尾市議のレベルはこのようなものであったのかと驚きを禁じえなかった。

以下は吉村市議の趣旨説明
「批判をしたのは組織で個人でないと言うが、私は前支部長で現副支部長、部落解放同盟大阪府連執行委員である。従って部落解放同盟西郡支部批判は、副支部長をしている私への批判である。同和地区出身議員として特別枠で自動的に同対協に選ばれていることからも、西郡支部を侮辱することは吉村を侮辱することである。
三宅市議は部落への更なる偏見を広めた。
私の西郡支部に対して、どこに反日革命団体があるのか。広島での糾弾による約２０人という数字を挙げて、殺人集団としての偏見を広めている。（ここで今回の東京裁判の判決を支持する意見表明し、議員として式典に招かれても、国歌は口をあけているだけで歌わない。天皇も人間、同じ人権を持っているものだ。（この部分は全く無知で低レベルの証明）会社批判があると、社長は自分が批判されたのと同じように考える。今回のことは全く同じである。人権啓発・人権教育してきた私に対する侮辱である。広島での糾弾会で自殺者が出たというのは糾弾会と結びつけたものだ。（糾弾による＝糾弾会とすり変えている）
（丸尾氏や小西氏と盛んに言う＝やはり氏の呼称つき）差別があるというのは大阪府の実態調査で明らかにされている。同対審の内容は生きている。
組織への誹謗中傷は私への誹謗中傷だ。だから侮辱したことになる。

これに対して三宅市議は
組織としての部落解放同盟への批判を個人攻撃とするのは別で言いがかりだ。このやりかたは、常道手段で言論弾圧になる。このようなことで頻繁に懲罰が行なわれるのでは議会が混乱する。発言に誤りがあれば議会の場で反論すべし。天皇制打倒を反日革命集団としてどこが間違っているか。人権を言いながら拉致は放置してきた。人権尊重を訴える資格あると自負している。要約以上のように弁明。

二人を除いて審議に入る。（主な意見、
村松　（吉村と同じ会派。部落支持派。１４区選出のエセ保守、部落との関係が深い元社会党、現自民谷畑衆院議員の腰巾着）
　　「西郡支部の副支部長は吉村だ。組織批判もあるが重なっているので懲罰動議は当然。
東口　　思想、人情、政治姿勢全く違う。判断難しい。専門家の意見は？
事務局　顧問弁護士二人の意見紹介
東口　三宅議員の発言は言葉足らず。今回言葉の行き違いがあっても。問題にするべきでない。
重松　慎重にするべし。発言は尊重されるべき・規約に違反していることになるのか。懲罰に当たらない。以後発言は慎重にして欲しい。
西野　当日、運営委員会はしっかりして欲しかった。侮辱に当たらない。議会で自民党への批判発言があるが、私への批判と受け止めてない。吉村は部落出身かもしれんが八尾市会議員だ
越智　今後の発言の制約になりかねない。
重松　発言に問題があるが、個人を特定するものではない。懲罰該当しない。
村松　副支部長が吉村だから侮辱はに該当するは当然だ。
浦　　解同の弁護士にも意見を聞け。行政の弁護士ではだめだ。問題の張本人は三宅市議だから、責任を取れ。今回は保留して時間をかけろ。
西野　議長の許可を受けての発言だから問題なし。正副委員長で纏めよ。
村松　吉村がどのように思ったのかが大事（差別と受け止めたから差別という論法と同じ）
他の弁護士に聞いて欲しいとの意見に
東口　八尾市の顧問弁護士だから当然。他の弁護士となると混乱する。今回は参考にするべき
西野　議会人として責任を持って判断せよ。
浦　　参考意見がけしからん。もう一、二回開け。採決するなら退席もある。
西野　今議会は２６日の本会議まで。
浦　　本会議以後も開け。
村松　西郡支部からも抗議文が来ている。支部の意見も聞け。
村松　主観、取り方で違う。吉村議員は紳士的に対応している。副支部長は吉村だからやはり個人攻撃だ。
村松　慎重審議だ。支部抗議文が出ている。継続審議の動議を出す。
　　　　　賛成２名（村松・浦）反対６名
ここで村松、浦退席
採決に入り懲罰に当たらないの採決　賛成　６名で懲罰動議否決となり　委員会終了。
この間４回の合計１３０分休憩があり多くの傍聴者は疲れたとの意見。

その西郡地区を校区に持つ八尾中学（現桂中学）で行われてきた人権教育とやらがいかほどのものか。首謀者の川内俊彦なるヤカラの著書から、かつて受験至上主義が採られ、それを粉砕するため部落の劣等性・ヤンキーどもに校内暴力を扇動し学校を牛耳ることに成功。そして国歌斉唱、徒競走、成績優秀者の張り出しの廃止を実行し、やれ切磋琢磨は差別の元みたいなことを近年にいたるも叫び続けてる。詳細は川内の古手の著書をご参照くださいませ。大きな図書館でないとお目にかかれないかも。キーワードは「八尾中事件」、タイトルにこの言葉がなくとも。川内の跋扈は45〜25年ぐらい前だから、この頃に三宅市議がいてくれたら。
